The flag used by the Libyan Arab Jamahiriya was the only plain national flag of its time. Its use ended with the Jamahiriya in 2011.
Today, there is no plain green national flag. If we forget this requirement, this is the flag of Beni Department, Bolivia.
By the way, the flag of Saudi Arabia is almost entirely green.
