When the exponent is 23 or higher, then the entire mantissa gets turned into an integer. (think: .98 x 10^2 is the integer 98 b/c the mantissa here is a field of 2 and the exponent is also 2). As a result, the answer to the question is:

0 1001 0110 0000 0000 0000 0000 0000 000

This is 1.0000 0000 0000 0000 0000 000 x 10^23.
